The third phase of pre-authorization will be implemented from August 22, 2023. "Pre-authorization" will be mandatory for the following situations.
1. Those with prior records of import violations (such as applications being impersonated, declarations marked as inconsistent, or accounts registered under false identities, etc.)
2. Repeated failure to confirm authorization via the "EZ Way" APP
3. Abnormal use of the "EZ Way" APP account (including frequent changes of the mobile number used to register the APP, multiple accounts registered and logged in on a single device, etc.)

What is "Pre-authorization"?
According to Customs Administration regulations, before goods can be imported, customs declaration procedures must be handled by a customs broker with the importer's consent. To prevent unscrupulous individuals from misusing personal data to import contraband or engage in illegal activities such as ghost parcels and fraudulent parcels, the "Pre-authorization" system will be implemented in phases starting December 28, 2021. Imported express cargo cannot be cleared for import without the importer's prior authorization confirmation.
How to perform "Pre-authorization"?
Open the "EZ Way" APP ➜ Tap [Customs Real-name Authorization] ➜ Select the parcel for which you wish to grant authorization ➜ Tap [Declaration Matches] to complete the pre-authorization, after which the goods can be imported.

How to determine whether you need "Pre-authorization"?
If the "EZ Way" APP homepage or personal profile page displays the words "Pre-authorization" in black text on a red background (as shown below), you are subject to pre-authorization and must complete the authorization confirmation before importing.

How to set up "Pre-authorization"?
*Please note: After enabling pre-authorization, you must select "Declaration Matches" before each import in order to declare. If you do not need to confirm before each import, you may choose [Disagree] for pre-authorization to expedite customs clearance.
New registered users: You may choose [Agree] or [Disagree] for pre-authorization during registration.

Existing registered users: After logging into "EZ Way", please tap the gear icon (Personal Settings) at the top right of the APP, select "Member Information Maintenance", and change the [Enable Pre-authorization] field.

- Changes to the pre-authorization status take effect at 0:00 the next day; each change must be at least seven days apart.
- If you are on the customs-designated pre-authorization list, the settings screen will display [Customs-designated pre-authorization cannot be changed] and you will be unable to change the pre-authorization settings yourself.
How does choosing "Pre-authorization" affect parcel customs clearance?
1. If you are subject to pre-authorization, you must select "Declaration Matches" before each import in order to declare. If "Declaration Matches" is not selected, the parcel will be returned. It is recommended to tap "Declaration Matches" immediately when the APP push notification arrives.
2. If you have not agreed to pre-authorization, you still need to regularly access the "EZ Way" APP → Customs Real-name Authorization → tap Declaration Matches. If you repeatedly fail to confirm authorization via the "EZ Way" APP, you will be designated by customs as subject to pre-authorization .
